"do as you would be done by" is a useful rubric in many situations (would you like to be stabbed? no? then don't stab people) but works less well for birthday presents (would you like a PlayStation? yes? then get one for your girlfriend)
"act as though your will were a universal law" has similar problems; considering "what would happen if *everyone* dropped litter?" leads to good social behaviour; considering "what would happen if *everyone* took off their clothes?" leads to confusion, and the outcome surely depends upon present company
